Trump, who has called climate change a hoax, said the USA could try and re-enter the deal either after negotiations or have a new agreement "on terms that are fair to the United States, its businesses, its workers, its people, its taxpayers".

Parties to the Paris Agreement are supposed to work out detailed rules for implementing the pact by 2018.

Reporters asked both Pruitt and White House press secretary Sean Spicer multiple times Friday to clarify Trump's views on climate change, since Trump had said before taking office that climate change was "a hoax."

"The agreement... has not even entered into force yet, it will become effective starting from 2021".

By the same token, Kerry defended former president Barack Obama's use of his executive power to enter into the agreement, rather than seek its ratification by the US Senate.
