Officials say a fire broke out at a flooded Texas chemical plant early Thursday morning that lost power after Harvey engulfed the area in extensive floods following a "chemical reaction" at the facility. Above is video from the scene.

Tropical Storm Harvey made landfall again Wednesday in Louisiana, evoking painful memories of Hurricane Katrina's deadly strike 12 years ago, as more bodies were plucked from the subsiding floodwaters in neighboring Texas.

The latest surveys indicate that the storm and floodwaters have caused major damage to more than 37,000 homes and destroyed almost 7,000, the Texas Department of Public Safety reported. Emergency officials reported 32,000 people in shelters across Texas.

A Houston police dive team recovered the body of police Sgt. Steve Perez, 60, on Tuesday.

A hospital in Beaumont, a city east of Houston, has been forced to evacuate its patients, starting with the sickest first, due to a broken water supply. "Unfortunately, it seems that our worst thoughts are being realized", Harris County Sheriff Ed Gonzalez said after the van that disappeared over the weekend was found in 10 feet of muddy water. More than 500 people - along with dozens of dogs, cats, a lizard and a monkey - took shelter at the Max Bowl bowling alley in Port Arthur after firefighters popped the lock in the middle of the night, said the establishment's general manager, Jeff Tolliver.

Harvey's slow movement away from southeast Texas promises some relief from relentless rains that have inundated large swaths of Houston, Beaumont and other areas since a downpour began late last week. But the crisis was far from over. A 76-year-old woman was found floating in floodwater near a vehicle.

She said her nieces and nephews had taken tubes outside earlier in the day to enjoy the nearly lakes that had become their neighborhood - but she wanted to get out before it got worse.

As the city works to assess the damage of historic rainfall and unprecedented flooding, analysts are starting to issue estimates on how many cars will be unrecoverable.

The fresh hit comes five days after Harvey slammed onshore as a Category 4 hurricane, pummeling the US Gulf Coast with torrential rains that turned neighborhoods into lakes in America's fourth-largest city, Houston.

The National Hurricane Center says Harvey is back on land after coming ashore early Wednesda... The New Orleans Saints preseason game Thursday at home against Carolina is still on.

The NHC says maximum sustained winds are now about 45 miles per hour, down from a high of 130 miles per hour when Harvey made landfall in Texas several days ago as a Category 4 storm.

Joel Osteen, pastor of the Lakewood megachurch, and his wife opened the doors of his 16,000-seat arena to evacuees.

"I talked to some of the companies that helped out over there [in New Orleans] just to kind of get a glimpse of what went wrong, what went right, and how do you think we can do it best this time", Watt told AC360.

Although it has been downgraded to a tropical depression, Harvey was still expected to dump heavy rain on parts of Louisiana, Tennessee and Kentucky through Friday. The priority is to get them into some form of temporary housing, with hotels being one option, he said.

But Feltgen cautioned: "We're not done with this". AccuWeather president Joel Myers called Harvey a "1,000-year storm" and said parts of Houston will be uninhabitable for weeks or months.

Still, the reprieve from the rain in Houston was welcome.

"[Harvey] got locked into place; it just couldn't move and it was a very strong circulation, which, of course, pulled in tremendous amounts of moisture", said Bill Murray, president and weather historian for The Weather Factory. "Some sunshine. I'm exhausted of the darkness", Rideaux said.
