President Donald Trump on Wednesday approved a disaster declaration for Puerto Rico, a welcome and needed step as it will make federal assistance available to Puerto Ricans affected by the storm. Thousands of people were evacuated from Toa Baja after the municipal government opened the gates of the Rio La Plata Dam.

This massive global crowdfunding community that connects nonprofits and donors is providing emergency supplies like food, water and medicine to hurricane victims in Puerto Rico.

The National Weather Service (NWS) said the failure of the Guajataca Dam is a "life-threatening situation". "Do not attempt to travel unless you are fleeing an area subject to flooding or under an evacuation order", the alert said.

Rosello explained that 1998's Hurricane George caused between $7-8 billion worth of damages to the island, adding that superstorm Maria's figures "will be far above those numbers". Rescuers raced against time to reach trapped residents. Additionally, 4,000 members of the U.S. reserves have reportedly been deployed to help, although housing them will be another issue. "Our efforts have already produced nearly 700 rescues so we're clearly focused on that". They left their home base in Newburgh carrying a "mobile communications command center" - a 41,000-pound piece of equipment that will re-establish communications at the Air National Guard Base in Puerto Rico.

Operations remain suspended to Providenciales, Turks and Caicos Islands (PLS); St. Croix Island, US Virgin Islands (STX); St. Maarten, Saint Maarten (SXM) and St. Thomas Island, US Virgin Islands (STT). "Of course it's still raining over here". "We're virtually disconnected in terms of communications with the southeast part of the island".

"Our focus is on the people of Puerto Rico", said Kenney.

"We're trying to raise funds and trying to collect items", said Ceballos.

"I'm very frustrated because I can't get in contact with her".

On Thursday night, the family said they had been unable to get in touch with him for the past two days.

He hopes people will now begin to help the island and that soon tourists can go back to experience the beauty it has to offer.
