US: Fractured Republicans seek unity to avert shutdown

Republicans and Democrats are scrambling to avert the shutdown, which could come at midnight Friday.

A continuing resolution is due to expire this Friday, but Republicans have proposed kicking the can down the road once more with an extension on stop-gap funding through February 16.

"CHIP should be part of a long term solution, not a 30 Day, or short term, extension!"

Trump cast his support for the measure into doubt earlier Thursday with a tweet that criticized the length of the CHIP reauthorization.

But the politicking over who is to blame for a government shutdown is already well underway.

When it's not entirely clear where the president stands, said Kansas GOP Sen. Republicans in swing districts are expected to lean heavily on positive economic news and the Republican-passed tax plan to woo voters who have grown skeptical of the President.

The White House later confirmed. Lindsey Graham told the Washington Post Thursday morning. "I can not see the Democrats voting against the Children's Health Insurance Program", Mo Brooks told the Times, "but they'll be given that option in this funding bill".

House Speaker Paul Ryan's fundraising group brought in over $44 million in 2017, a record total for the year.

"The continuing resolution is just a gimmick", Kaine said Thursday evening on NPR's All Things Considered. "I just talked to him about an hour and a half ago". But we do not support perpetuating the current budgetary dysfunction that is hurting our country and our Commonwealth.

Democrats have been urged to let the government shut down happen if there's no agreement to extend the DACA program.

"All of these Democratic senators represent tens of thousands of children who depend on (CHIP)", McConnell said. "Those who designed sequestration, I think, have blood on their hands".

But Senate Minority Leader Chuck Schumer (D-N.Y.) warned that Senate Democrats might not provide those needed votes.

In remarks to reporters at a dinner photo opportunity with House Majority Leader Kevin McCarthy in West Palm Beach, Florida, Trump said he is "ready and willing to make a deal" on the Deferred Action for Childhood Arrivals program, but he doesn't believe Democrats want to reach an agreement.

"We are asking Congress to act, the time is now, because tomorrow, there will be no time", Bastien said.

The government is days away from a potential shutdown, and Congress is effectively gridlocked on negotiations over a spending bill.

David Norquist, the Department of Defense comptroller, told reporters last month that he "cannot emphasize too much how destructive a shutdown is".

House Republicans appeared to grudgingly accept the prospect of a fourth short-term spending bill to keep the government open past Friday, raising doubts about Democrats' ability to protect those brought illegally to the United States as children before the end of the week. Both Republican senators referred to a statement made by Durbin in 2013 regarding comments he said were made by a Republican leader during a meeting at the White House.

There is still some doubt over whether the House will pass a short-term funding bill.

That leaves two scenarios most likely: a government shutdown by this weekend, or another short-term stopgap measure to keep the government open while the fight continues. "Our members are understanding the gravity of the situation".

Republicans will need at least nine Democratic votes to push a spending package through the Senate, which the GOP controls 51-49. Regardless, there is no reason why that bill has to get done before the budget. He is planning a meeting Wednesday with Texas Republican Sen. The program includes about 800,000 immigrant children.

That means that if every other Republican votes for the bill, McConnell will still need 12 Democrats or independents to get on board.
