In America First speech, Trump promotes 'merit-based' immigration

Trump to call for bipartisanship- but can he deliver

A January 28-30 Monmouth University poll found that 47 percent of adult Americans surveyed said they would vote for or are leaning toward the Democrat in their House districts, compared to 45 percent saying they favored the Republican.

He called his four-part plan one that would create a "safe, modern and lawful immigration system", while Democrats described the president's approach as "insulting" and "heartless". The potential deal-breaker may be the status of mothers and fathers and brothers and sisters of immigrants.

Trump said in his first State of the Union address on Tuesday that he would work with both parties to reach a DACA fix.

Under US immigration laws, a US citizen can file an immigrant visa petition for spouse, children, parent or siblings.

In explaining his desired reforms, Trump alluded to those immigrants while stating his desire to "focus on the best interests of American workers and American families".

He called it "a down-the-middle compromise".

"He understands how to bring projects in on time and under budget", said Shuster, who added that he brought up the "elephant" in a room full of Republicans: raising the gas tax to pay for more highways.

Almost 800,000 of that group were protected under an Obama-era program known as Deferred Action for Childhood Arrivals that allowed them to live and work legally. A failure to do that last month led to a three-day government shutdown, resolved in part by a promise by Senate Republican Leader Mitch McConnell to hold a vote on a plan to extend protections for young "Dreamer" immigrants. "But I really do feel like that could end up perhaps being a base bill in the Senate".

Already, members of Congress who on Tuesday sat stone-faced on one side of the aisle, standing and applauding on the other, are trying to wrangle some combination of border protections, visa programs and a DACA fix to avert a second shutdown on February 8.

Trump spoke at a rate of just more than 72 words per minute, about 20 words per minute slower than the next slowest speaker, President Lyndon Johnson. "What we need is action and a plan for our nation's well-being, from job creation to healthcare, to education and climate change", Khanna said.

Family-based immigration has accounted for 60 to 70% of all green cards in the last decade, according to the Migration Policy Institute, a Washington-based research group. In 2013, for instance, two-thirds of the almost 1 million green cards granted were on the basis of a family relationship.

Trump brought up infrastructure, and, like him, the Democrats want to move ahead on rebuilding falling bridges and the like, but will they go along with Trump's ideas on local, state and private partnerships to keep the costs within reason? White House claims that individuals are admitted "at random" in a program "riddled with fraud and abuse" are lies. In an Oval Office meeting, Trump reportedly demanded to know why there couldn't be more immigrants from countries such as Norway.

The second pillar, Trump said, "fully secures the border" by building a huge wall on the Mexican frontier and hiring more immigration agents.

"If they don't approve something within that sphere, that means, very simply, that they're not looking to approve it at all", he said.

Poersch was referring to the special election previous year in which Jones defeated embattled Republican Roy Moore, giving Democrats a surprise win in a state that has always been in Republican hands.

Often they are tiresome and boring, the reading of tedious lists of suspect ambitions, but here was Trump making vivid points on central issues and then arriving at humanizing exclamation marks in the form of recognizing outstanding American souls in the balcony who exemplified his message.
